Appendix

Title II of Public Law 101-542 Crime Awareness and Campus Security

Florida Community College is dedicated to the provision of a safe working and learning environment for all employees and students. In order for these individuals to promptly report criminal actions or other emergencies, Florida Community College maintains a 24-hours-a-day, seven-days-per week, security office at each of its facilities. The College also has a special emergency telephone number, ELK-HELP, manned 24 hours a day with direct radio contact to all College security officers.

Florida Community College security officers are unarmed and do not have police powers, but they work closely with local law enforcement agencies on follow-up actions or investigations related to criminal activities on campus. In order to facilitate this relationship, all employees and students are encouraged to promptly report all criminal or suspicious activity to the nearest security office.

A special crime prevention unit associated with the security department conducts crime prevention workshops at each Florida Community College campus throughout the year. These programs are open to employees and students alike and are free of charge. In support of this crime prevention effort, this same unit maintains points of distribution for appropriate literature at each campus.

Since the College has no recognized fraternities or other off-campus student organizations, there are no records maintained on liquor, drugs or weapons violations by students associated with such organizations.

The College strictly prohibits:

  1. consumption of alcohol on campus or at College functions,
  2. use, manufacture or possession of illegal drugs or narcotics on campus or at College functions, and
  3. carrying any type of weapon, concealed or otherwise, on campus except as part of the law enforcement training program.

In addition, College policy prohibits smoking in any of its buildings.

Sexual Assault — Sexual assault (rape) is a serious crime which has a major impact on the campus community as well as on the students who are victimized. Florida Community College will not tolerate sexual assault in any form, including date and acquaintance sexual assault. Should probable cause be determined that campus regulations prohibiting sexual assault have been violated, disciplinary action will be pursued through the code of student conduct or other appropriate internal processes. Discipline may result in suspension or dismissal from the College.

Any student or employee reporting a sexual assault will be treated with respect and sensitivity. Contacts and conversations which transpire pursuant to this procedure will be held in confidence.

Individuals who believe they have been sexually assaulted and wish further information or assistance may contact the campus staff member designated to assist with sexual assaults. Any person wishing to file a complaint may contact a campus security office.

All reported cases will be referred to the appropriate campus/center security officer in charge as listed above.

This office will discuss the matter with the student and make referrals as appropriate. The person reporting the incident may request to be kept anonymous. A report will be completed and forwarded to the director of equal access/equal opportunity, MCCS, Room 246A, telephone 904.632.3221. Situations requiring immediate administrative support will be referred to the campus dean of student affairs.

Employee complaints will be referred to the director of budget and human resources.

Your compliance with the policies outlined above and in helping to prevent crime at Florida Community College facilities is appreciated. Only with your help can a safe and secure working and learning environment be provided for all employees and students.
